 The use of SSL certificates is the latest in a long list of scams targeting PayPal users. We have resisted the temptation to profile this story for some time, on the basis that most of our readers are more aware and would not be duped by the obvious scams. However the latest techniques uses a fairly sophisticated SSL mechanism to further obfuscate the deception.
